谈及民企融资难题的原因，《报告》认为，总体上是当前经济下行压力有所加大、市场预期不稳定和金融风险偏好下降、融资渠道收窄的反映，部分民营企业陷入债务违约-信贷融资难度加大的负向循环，企业财务状况恶化与融资环境变化相互强化。当然，，部分民企治理机制不健全，财务制度不规范，过度融资投资、过度多元化，也导致企业财务杠杆较高，抗风险能力较弱。此外，金融机构过度依赖抵押担保、激励考核机制不完善、尽职免责落实不到位等体制因素也加剧了民企融资难问题。
实践中，有一些金控公司，主要是非金融企业投资形成的金控公司盲目向金融业扩张，将金融机构作为“提款机”，存在监管真空，风险不断累积和暴露。为有序整顿和约束事实上已形成的金融控股集团的风险，同时有效规范增量，防范金融风险跨行业、跨市场传递，《办法》以并表监管为基础，对金控公司的资本、行为及风险进行全面、持续、穿透监管。
“中美贸易摩擦缓和不仅有利于双边贸易发展，而且会增加两国收入水平、增强两国同其他国家的贸易往来。”在王孝松看来，中美第一阶段经贸协议的签署将在全球范围内稳定预期，增强市场信心，为正常经贸和投资活动创造良好环境。事实上，此前中美达成协议的消息一经公布，便立即受到了两国和国际社会、金融市场的普遍欢迎。
